Consider unifying the funding system so that funds are awarded to entire research institutions instead of individual PIs. Let the institutions apply for funds and decide how to allocate it. This will alleviate a lot of conflict among PIs because they won’t have to individually compete for funding. It will also put salary and other hiring decisions for support personnel into the hands of a disinterested (or less interested) third party. Award funding on a multi-year basis, not an annual basis. Re-evaluation could be every 4-5 years instead of every 1-2 yrs.
